New computer. Middle mouse button doesn't *consistently* close tabs.

I know how to turn the functionality off and on. The issue is that it is on, but it doesn't work consistently. I can middle-click identically on ten tabs, and it will close five of them and then refuse to close the others until I click on each one multiple times. I have tried this again and again and the results are just wildly inconsistent. I never had this problem on my old laptop but noticed it immediately with the new one. How do I fix this??
