All server settings are correct Antivirus and firewall are not blocking the programme. I can send using webmail, but nit using thunderbird!

Do you have smtp.tiscali.co.uk on port 587, STARTTLS security, authentication = normal password, User Name = email address? If you have multiple Tiscali accounts, is there a separate smtp server for each one with the same User Name?
