Has the key3.db file changed to key4.db?
I had already enter chrome://pippki/content/resetpassword.xul, but nothing happened. So, I decided to delete key3.db file. But I can't find it, instead I find key4.db file. Has key4.db file replaced key4.db file?

key4.db is the new key3.db.
What are you trying to reset -- your Master Password? If you have unwanted MP prompts at startup, users in the following thread on a different forum, indicated it could be caused by an interaction with a recent Kaspersky update:
