Charset is set at utf-8 but it will not recognize Cuneiform fonts
I am doing research on Ancient Sumeria and several of the sites use Cuneiform fronts. I have two versions of Cuneiform fronts installed on my laptop yet when I visit those sites the fonts do not work. When I use one of the English to Cuneiform translation sites they do not work either.
I even tried downloading and installing a new Cuneiform front called "CuneiformOB" yet the font is in English - NOT Cuneiform!!
I had no problem with this a year ago.
I have Windows 7 and am using FF 39.0.3.
Under 'Tools' > 'Content' > 'Advanced' >
"Allow pages to choose their own fonts, instead of my selections above" is checked; and
Text Encoding for Legacy Content: > Fallback_Text Encoding is "Default for Currant Locale".
What do I need to do?
Can you help?

Can you post a link to a publicly accessible page (i.e. no authentication or signing on required)?

A page for the Cuneiform font?
A link to a page where the Cuneiform font is used and not working for you.
Did you check that you have a font that covers the Unicode ranges that you need?
A page like this works for me:
I see most of the characters on this page:
The Free IDG serif font is recommended for Cuneiform, but I couldn't find a working download link for this font.

The two links you provided.... the Cuneiform doesn't show up.
Here are some of the main download sites but the fonts keep showing up in English.
