Hit the Alt key to see the Menu bar, with the Tools menu item.

Or, access Options thru the orange Firefox button > Options -> Options.

Those instructions apply if using the old Menu Bar (replaced by the Firefox button in Firefox 4 and newer). You can temporarily display the old Menu Bar in the upper left, and follow the instructions by pressing the ALT or F10 key and then use your mouse to select those items. Menu Bar will disappear if you click anywhere except the Menu Bar items, hence temporarily display.

With the Firefox button in Firefox 4 and newer, click Firefox button > Options > Options > Security > Saved Passwords, then steps 5 & 6 as you listed.
