When I reply to or forward a message the quoted message date is shown with the UTC time zone, not my system time zone

I have a windows computer and in one user account the times of quoted emails display correctly, however in another user account they show in UTC time.

In one Windows account, "Cheryl", there are several email accounts set-up and all of these work properly. In another Windows account, "Ken", there are also several email accounts set-up, some of which are the same as in the "Cheryl" user. However, in the "Ken" Thunderbird all replies and forwards display the time incorrectly.

I only noticed this problem recently (a few weeks ago), it had previously worked normally.
