I can't pin a desktop URL to the Firefox tab in the taskbar.

I am using Firefox 49.0.1 with Windows 10. I have a URL shortcut on my desktop and want to pin it the the Firefox tab in the task bar, Whenever I right click or left click the desktop URL shortcut and drag it to the task bar, it shows "Pin to Mozilla Firefox," but does not show when the Firefox tab is right clicked. Can you help?
