Why is "View Cookies" button missing from View Page Info > Security?

Normally, the View Page Info > Security window has a "View cookies" button that let's me view (and delete) cookies. But no "View cookies" button appears in the Page info for this site: http://www.al-monitor.com/. After a quick check, I can't find any other site that does that.
