I can't open an .mbox file--import-export tools shows the option grey

I have a boss who needs a departed user's e-mail (which was Google Gmail). The mail mavens saved the departed user's e-mail as an .mbox file. I am instructed to use Thunderbird and Import-Export Tools (an add-on) to make the mail show up.

When I successfully install Thunderbird and I-E Tools, the relevant import selection (import .mbox file) is greyed-out. How to fix?
