Unintuitive font settings

One of my PCs runs Japanese Windows. These are my browser settings: - default font Arial - Japanese font - serif MS Mincho, non-serif MS Gothic - Latin font - serif Times New Roman, non-serif Arial - any other font - serif Times New Roman, non-serif Arial

What I don't understand: There are many English web sites that are displayed using the Japanese fonts, which are rather ugly for Roman letters. Many are mixed - for example main text in ugly Gothic, headers in Arial.

On my English PC with exactly the same settings, above web sites look as expected.

The strange thing is, when I change the Japanese font on my Japanese PC to "serif Times New Roman, non-serif Arial", I get the look I want. So I have a workaround, but I don't understand the logic. Also, what will I do if I now encounter Japanese web sites that are displayed wrongly? Who can enlighten me?

The two attached screenshots show the ugly (MS Gothic) and the pretty (Arial) version of the same web page.
