There isn't any "userChrome.css" file in appdata =(

That file doesn't exist by default. The user has to create it.

Yes, you need to create the chrome folder in the Firefox profile folder if this folder doesn't exist.

The customization files userChrome.css (user interface) and userContent.css (websites) are located in the chrome folder in the Firefox profile folder.
