Bookmarks are in the tab, but not in the library to organize.

I restored my bookmarks and they show up in the tab. When I try to organize them there is nothing in the library window to organize. Also is there a way to restore history? I lost that when I lost my bookmarks, but I haven't found anything to help restore that.
