This used to be an option before, why was this removed ? (Daylight 80.1.2 Build #2015761283)

I find this irritating when the toolbar pops in and out on its own. Looking forward for this to come back.

What I don't understand is why this option was removed. It wasn't until the Daylight update that Mozilla decided they knew what was best for me. I really, really hope they bring back the option for a static toolbar again. It's really killed my browsing experience. It seems like such a simple fix, no?
