create new folder in bookmarks

The Help page says to click on Bookmarks and then click on the folder icon with the + icon on it, in the upper right corner, to add a new folder.

No icon exists.

The only way I can add a folder is if I bookmark a page I go to.

I want to create a bunch of folders without having to go to a bunch of sites and bookmark each site.
