Menu bar is displayed but unreadable because "File", "Edit", ... are white on white. How can I fix this?

Menu bar words are displayed as white on white so they are unreadable. When I move the mouse over a word it is surrounded by a black line, and there is a little more contrast, but the word is unreadable. If I click on "Tools", for example the menu appears and is readable. When I display the "Tools", "Options" the menu bar words "File", "Edit", ... have enough contrast to be read. How do I get the menu bar to have more contrast so I can read the words?
