Can Firefox be "locked down" such as no user changes or add-ons can be done; presuming initial install by Microsoft SCCM and supported by GPO?

In a situation where a user community has problems with IE or just wishes a better, more secure browser, Firefox (FF) is suggested a lot, but IT is concerned about any possible user changes (upgrades, add-ons, etc). This especially can be challenging as often as FF is updated to new versions, for example. How can FF be "locked down" so a user is unable to make any changes?
