Scrolling and zooming in MacOS Sierra

Ever since I updated to macOS Sierra, Firefox, and really, most macOS apps, are acting funny.

There's a lot of constant scrolling going on even on a slight mouse move and on various keyboard shortcuts, like pasting something into a field, the page zooms or shrinks, sometimes considerably. I know I can hit command-0 to correct that, but it's just temporary. I'm looking for a permanent fix.
