How do I get my bookmarks from my iPad2 to my iPad Air using Sync?

I have been trying to get the bookmarks from Firefox for iOS from an iPad2 to Firefox for iOS on an Ipad AIr.

I have followed all of the instructions I have found but have had no success. The last I found said to sign in to Sync on all devices (for me that is a Windows laptop and the two iPads). After I have done that I connected the iPad2 to my laptop and picked "Sync Now" on the iPad and after is said it had just synced I disconnected the iPad. Then did the same with the iPad Air.

I closed Firefox on the iPad Air and opened it again but there are still no bookmarks from the iPad 2 on it.

So am I trying to do something that is not possible? I thought that is something I should be able to do as I only selected "Bookmarks" from the list of what I wanted to sync on my laptop (no such list on Firefox for iOS).

Am I going about this all wrong? And if so I need explicit instructions of exactly what to do to get this done.
