I currently use Firefox version 96.0.3 (64-bit) and I have a PC with Windows 8.1. Am I able to upgrade to Firefox Version 64.0.2 (128-bit) which is recommended by US Treasury Direct?

Firefox has 32-bit and 64-bit versions (for 32-bit and 64-bit versions of Windows). It does not have a 128-bit version. Perhaps the site is referring to a secure connection setting, or that is a typo??

32-bit and 64-bit refers to the OS as in say 32-bit and 64-bit Windows. There is no 128-bit Windows as there is no 128-bit CPU's yet and may never occur actually.

Firefox 64.0.2 (sixty-four.zero.two) would be a downgrade as it came out January 9, 2019 while Firefox 96.0.2 (ninety-six.zero.two) came out recently on January 27, 2022 https://www.mozilla.org/firefox/releases/

The web browser Firefox has supported 256-bit encryption since it started out as Phoenix 0.1 back in 2002 so it certainly supports the weaker 128-bit if that is all the site supports.
