I have no "Local Folders" account in Thunderbird. How do I establish this account?
I have no "Local Folders" account under Tools - Account Settings.
I dont remember if I deleted it, or how it happened that it isn't there, but it isn't, and I'd like to reestablish it. How do I do that?

That's strange. It is not possible to delete "Local Folders".
Do you have a "Local Folders" section in the folder list on the left side of Thunderbird?
Yes, there is one. But, it is the one I created under one of my email accounts. I simply created a folder called local folders, and then created sub-folders under it to contain mail moved out of the inbox. This local folders folder did not exist until I created it. It does not appear under Tools - Account Settings as an account.

- Open Help (or click on three-line-icon and select Help)
- Choose Troubleshooting Information
- Use the button Copy to clipboard to select all. Do not check box "Include account names"!

SO you have a local folders account.
On the toolbar 
> Options> (click the > ) account settings.
Locate the local folders acount. It will probably show with a blue monitor icon while other account will show with an envelope icon. (with or without a padlock) Edit the account name so you can find it again.
