I had to refresh Windows 8.1 using the option "refresh your PC without affecting your files" . Then I had to reinstall Firefox and sign into Firefox Sync.I had the previous Firefox profile saved. To test I used the old Firefox profile and synced the data and using the new profile I singed into Firefox synced But the data synced from the old profile is not being shown in the new Firefox profile.

Not unless the sync account is attached to both profiles. Please make a back up of the old profile before making any changes.

If you open the old profile and reconnect the account to the profile, click Tools > Sync Now, then the same for the other profile.
