The question basically describes it well. But the thing is this circle is not clickable. Nothing happens when I click, I guess its some sort of indicator or something. Only once when I clicked it, it filled blue and I clicked again and it was back and I could repeat it. But it didn’t seem to do anything. What is this for?

Hello, this button is for marking an article as read or unread. Once it has been added to your Reading List, the button will become clickable. Blue means it is unread, and will also appear that way in your Reading List.
