Why does a blank window opens every time I download something?

When I download a document online, a new window opens. The new window is blank and nothing loads in it, but when I close the new window and click back into the old one, the document downloaded in the "downloads" list, but the window never closes on its own- only when I close it. I have tried to reset Mozilla and change the action for the content types, but nothing has worked.
