Is there an add-on or tool to create sets of add-ons? Like an ad-ons set manager?

Is there an add-on or tool that can allow a user to make sets of add-ons and then use the tool to turn sets of add-ons off and on? I have seen this functionality in other browsers and it is a nice tool to have available.
