win 10 how to delete MSN in internet explorer

The MSN page somehow creeps in on start-up then abruptly goes...I thought I had this nipped out but it keeps reappearing from IE ........ This isn't stuck in a history & cookie setting as I've refreshed these; the sneak IE start file is somewhere else. Any ideas to rid it's content for good ? r:-
