Can't filter messages with a word

I've created a filter in Thunderbird named Financial. It contains multiple rules - some specify "from" certain senders, others specify words in the "body" or "subject". In all cases, the action is to apply the tag Financial. However, when I add a rule to the filter where "body" contains "fidelity", the filter does not apply the financial tag to messages containing that word. All the other filter rules do work though.

In each case, the messages are from Google Voice, so I don't want to use a "from" rule. I've checked the spelling and that's not an issue. I assume the filter rules are not case sensitive. If they are, I've tried the filter rule with the initial "f" in both upper and lower case. It still did not work.

Is there a limit on the number of rules a filter can contain? This filter contains 18 rules. I tried moving the "fidelity" body rule higher up in the filter. This did not work. I also tried creating a new filter with just the one rule for the word "fidelity" in the body. That didn't work either - and no, I am not including the quotation marks in the rule. Some of the emails contain the words "fidelity investments" in the body, so I tried using that in the rule, in case the filter might require a minimum number of words/letters. That didn't work either.

TIA for any help.
