Using this PDF as an example, open it in FF and search for regional development (one space). It finds no hits when I do this.

If I search for regional development (two spaces), it finds one hit.

If I search for regional development (three spaces), it finds one hit.

If I open the PDF in Chrome or in Adobe Reader and search for regional development (one space), it finds two hits, treating the intervening spaces as one space.

I think FF should work like Adobe Reader and Chrome in this regard.
