Firefox profile is reset every time I log off/on or reboot computer

I am working on setting up a new user on a machine running windows vista. I have read all of the articles which illustrate how to copy and paste the old profile into the new profile including changing the path in the profile.ini. When I paste the profile in, and open firefox everything is there and functions perfectly. But, if I log off of that user and log back into the user account it is reset like it is a brand new user. The browser asks if it should be the default browser and all of my bookmarks and preferences are gone. This also happens if I reboot the machine. I cannot get firefox to save the profile. It just resets it.

I have tried copying the entire profile file over, as well as just copying the cookies.sqlite, formhistory.sqlite, singons.sqlite and places.sqlite with the exact same results.

This is also happening with thunderbird. I'm pulling my hair out!
