Use a download manager that can throttle?

While I do use Linux (openSUSE 11.3 to be exact) I do not use download managers on Linux (besides the DownThemAll Extension which does not throttle) to really recommend any.

Hmmm I suppose it would solve the problem...are there specific reasons you don't use download managers?

Cons?

I can limit overall program bandwidth use at the router, which would help a little, but the main thing I'm trying to do while downloading is to use the browser, and since it's the same program, I still kill my browsing to a full stop.
