how to block lte hotspot from forcing firefox to look at a particular page on startup
set up a new hotspot, which is done partly by http://attmywifi - OK, DNS capture, set the parameters, fine.
then, on restart, EVEN THOUGH I set firefox to ALWAYS start at BLANK - new instances of firefox somehow autoload a registration page set up by the wifi access point.
How do I block this? That is, how do I arrange the firefox always starts on blank page in spite of any random state some DNS hack or the like injected into it?

There is not. That is the price you pay for using the free program I would guess.
Not providing enough information as you say partly and capture. What programs are you talking about please, name them.
Would be something added to about:config as to what it modifies can try searching DNS be careful as it says, do not change what you do not know.

what I am asking is:
By what mechanism did they arrange then when started fresh, rather than going to the blank page as always intended, firefox went somewhere else? (This seems like a security botch to me.)
[I understand that as soon as one tried to use the web, the device could stuff its page back in reply - but why firefox ignore its startup config?]
Hi, you gave it permission when you configured the settings for it and using their IP/DNS address. It sounds like it is doing what it is suppose to do.
Have you asked att about the issue since it is their device ?
Firefox has a hotspot authentication detection feature to help you connect to a network if your device hasn't already done that automatically. To disable that feature:
(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button promising to be careful or accepting the risk.
(2) In the search box above the list, type or paste portal and pause while the list is filtered
(3) Double-click the network.captive-portal-service.enabled preference to switch the value from true to false
