I installed an older ESR version on a used laptop I got a few weeks ago. Everything's working fine, except the following issue with Bookmarks:

On my Bookmarks Library page I keep two columns, Name and Added (because on some folders I have many bookmarks and I track them by the date added). When I move any bookmarks to another folder, the "added" date becomes the date and time I moved them(!). Also, when I change the bookmark "name", it also changes the "added" to the date I changed it(!). Basically Added is acting like Last Modified.

Any ideas what's going on? I've never had this issue before.

Why go back that far to Firefox 60.0 ESR. What OS is on that device? Doesn't that device support a newer Firefox version?

It's Win 7 64-bit, 4 GB RAM. It's struggling as it is with FF taking up RAM and hogging CPU.

4 GB physical memory on a 64 bit OS does not give a browser much room to work as 64 bit allocates twice as much memory than 32 bit, so you should be cautious and close down as much other applications as possible. Can't you add at least another 4 GB ?
