The add tab button which is like this "+" does not work at all. Does anyone know what I could do?

Try disabling the Ask Toolbar extension.

Something in the 3.6.13 security fixes altered a core file that the Ask toolbar uses. The Ask toolbar needs to be fixed.

Do the following steps: Tools-Add ons -Extensions-Disable any toolbars like ask or yahoo-Restart firefox(you will find this button at the top of the add ons box. Problem will be resolved Cheers Arockia
