it hasn't been released yet. See here for list of releases: https://www.thunderbird.net/en-US/thunderbird/releases/

If you cannot wait then see https://archive.mozilla.org/pub/thunderbird/releases/128.8.0esr/win64/ and pick your language folder.

Unless they pull it or have a minor update in meantime, this should be the same as what will be served on Thunderbird site.
