Macbookpro: I have bookmarks on the administrator's login that I want to copy to the other user of this computer, my husband. 'Import bookmarks' only gives the option to import from Safari. This is a brand new computer.

It is possible to export the bookmarks from your husband's account with these instructions: Export Firefox bookmarks to an HTML file to back up or transfer bookmarks then import them from the "Show all bookmarks" menu.
