Why is the pop-up window disappearing every time I want to upload pictures to the internet?

I am having trouble uploading pictures to any websites. When I click browse or upload pics on any website the pop-up window that is supposed to come up so that I can pick files just flashes and then disappears. Sometimes it is open for as long as about 3 seconds. Other times it will stay open for a while but when I click on photos the pop-up window disappears. HELP!!!
