Unable to force reload page (bypass/clear the cache) without opening the Developer Tools

Firefox refuses to bypass or clear the cache when using the following methods: - Hold down the Shift key and left-click the Reload button - Press "Ctrl + F5" or press "Ctrl + Shift + R"

My only way to get it to resolve the latest resources is by opening the Developer Toolbox and selecting "Disable Cache (when toolbox is open)". But this forces me to work with an enabled/opened Developer Toolbox all the time.

Why aren't the normal methods working for me? Do I need to enable something? Thanks in advance.

Environment: Firefox 60.0 (64-bit) on Fedora 28 KDE (tried safe mode).
