Cannot turn off adaptive junk mail controls

I cannot turn off or disable the adaptive junk mail controls.

I go into Account Settings and then Junk Settings and I uncheck the box by Enable adaptive junk mail controls for this account. This appears to do nothing. If I go anywhere else in Account Settings and come back or if I close Account Settings and then come back the box I unchecked is now checked again. It seems to be very insistent that the box is checked - insistent enough that it does it itself - even against my wishes and actions.

Is there a way to uncheck this box that sticks?

Thunderbird version is 78.1.1 (32 bit). The PC is running Windows 10 Pro 64 bit, version 1909 build 18363.1016.
