I am unable to open new tabs, pressing the button next to the open tabs doesn't work, and neither does the quick key, so how do I fix this?

This started a couple of days ago. I tried to open a new tab by using the quick key, CTRL-T, and this didn't work. after trying this a few times i clicked on the new tab button next to the open tabs, which also failed to open a new tab. Then I tried to open a new tab by going to file, and going down to the new tab button, which yielded the same failed result.
