Stopping multiple processes in Firefox 78.0.1 (32-bit)

I have not been able to stop or limit multiple processes in Firefox usign the recommended actions. These include: browser.tabs.remote.autostart set to false Content Process Limit set to 1

These solutions have failed in Firefox 68.9.0esr (32-bit), Firefox 77.0.1 run under Windows 7 Professional 32bit, and now Firefox 78.0.1 (32-bit) running under Windows 7 Professional.

Why is there no updated solution? Why is Firefox unresponsive?
