issue downloading firefox-when i try to download Firefox the set up wizard does not start up,

i was having issues with Firefox so i thought i would delete it and restart. I followed the instructions on line to delete firefox, whioch i beleive i have done successfully.

I have been trying to load firefox but verytime i download it the setip wizard does not appear and instead i get a window box asking what program i wish to open the .exe file in. What am i doing wrong and is there an easy fix?
