I cannot change or reset my home page or delete the current ones.

   I have restored Firefox that didn't work either. So I deleted Firefox and downloaded
   a new version.  Still the same trouble.
       I also cannot change to a new search engine but I can delete the current one or restore it (Google) Google.

It could be the work of one of your add-ons, or even add / mal-ware. Look thru your add-ons list and make sure you know what each one is there for. Also, check the programs that are on your computer Windows > Start > Control Panel > Uninstall Programs. Go thru the list and use a web search to check any that you don't know what they are.

Where did you download Firefox from the first time?

When you uninstalled Firefox did you use the option to "remove Firefox data and customizations"?

   Yes I did click the remove customizations both times I uninstalled 
   Firefox.

  Yes I did click on remove all customizations both times I when I uninstalled Firefox.   I have also checked to make sure I have the latest version of Firefox.
