I can't scroll back up to my tabs

If I have more than 3 tabs open, and I'm viewing tab 1, 2 or 3 I can't scroll back up to tabs 4, 5, ect. It wants to lower the tabs viewer instead of letting me scroll back up. If I'm viewing tab 4 or greater, I can see all the lower numbered tabs, but not tab 5. The only workaround I have now is, ironically, opening a new tab, tapping on the three dots in the upper right and tapping "Help," which opens a new tab and allows me to see the tabs below it.
