How can I centrally manage which add-ons can/can't be installed in the enterprise?

We want granular control over which add-ons are installed in the enterprise, so that folks can't just install whatever they want without IT department knowledge and approval. Also the ability to install the browser with a standard set of add-ons. Enterprise management of the browser in a nutshell.

Setting this preference in about:config to false prevents extensions being installed:

xpinstall.enabled
