How can I disable Top Sites entirely?

The menu settings allows me to select the number of rows, but I want 0 rows. It only allows me to select 1-4 rows.

I have already changed the home page to be a custom page. So it no longer shows top sites. I have already changed the 'new tab' page to be a custom page. So it no longer shows top sites.

However, when I click in the address bar as if I'm typing a URL, it drops down and shows "Shortcuts" which I believe (?) are the same as Top Sites. There is no option to customize the address bar drop down view (as far as I can tell).

This is a shared phone, I do not want these Top Sites or "Shortcuts" to show up between users if possible.
