can receive/forward email cannot compose or reply

my send icon is NOT greyed out. I can receive/forward email but reply and send newly composed email does not send yet I get msg that SMTP is connecting and msg send successfully. but not not received by "TO"

I did some sort of setting a couple of weeks ago to some config file re: no icon in taskbar when new email is received but was able to 'write' email and send after that. I do not remember the file I changed. I had originally asked about 'no icon in task bar for new email'.

There has been a thunderbird update since then and seems like that's when I quit being able to 'write/send/reply' new emails.
