Links keep opening in Private Browsing tabs

[v. 120.3 on iOS 17.1.2]

When I click on a web link in Messages/Mail/etc, I usually (but not always!) get the link opened in a Private Browsing tab. (FF is my default browser.) I do not want links to open in PB tabs. I don't see any option to set this default behavior. How do I get all links to open in non-PB tabs?
