Blinking animated and hovered elements

It's look like white blinking lines. I tryed "safe mode" and reset settings.

I solved problem, just turned off hardware acceleration

What app are you using and does it happen all the time? Does it cover the content that you're seeing?

Only hovered and animated elements like links with background images or preloaders
