If you select never remember history then you enter Private Browsing mode and that means that Firefox keeps all data in memory and doesn't use the disk cache.
There was a bug about this in Firefox 15.0 that was fixed with the Firefox 15.0.1 release.

If you are using "Clear history when Firefox closes" to clear the cache then Firefox disables the disk cache and doesn't use it, but that doesn't include clearing data already stored in the cache.
