I have note as have MANY others that bookmarks do not hold their place and randomly revert to the top of the list when the list is reacquired.

There have now been several updates to Firefox without a fix to this problem that requires immediate attention.

WHY hasn't this been addressed when many have complained about it?

This issue with the bookmarks scrolling back to the top is a regression in Firefox 110 and is being worked on (bug 1809084; fixed for 113, but with regressions).
