Download addressbooks pop-up not closing

In the recent updates for Thunderbird, a pop-up appears soon (too soon) when starting Thunderbird. It does not wait for the Thunderbird master password to be typed in.

This appears to cause the pop-up to hang; it does not close properly, whether it actually downloaded the relevant address books or not. This stays as an open program/app in Windows. It has to be closed manually every time.

System info: Windows 10 Pro x64, version 1903 Thunderbird version 78.4.1 (64-bit)
